Submit on time, then use the debrief

By the end you can

  • Know who carries the risk of a late proposal.
  • Know the debriefing request window and the protest clock.

Offerors are responsible for submitting proposals, and any revisions and modifications, so that they reach the government office designated in the solicitation by the time it specifies 1. Plan for upload problems, not for the deadline.

In Bids2Bank, a person must type the approval phrase before a package is marked submitted 2.

Check 1
Who is responsible for a proposal reaching the designated office on time?

Win or lose, ask for a debriefing. Under Part 15 an offeror that makes a written request within 3 days after receiving notice of the contract award is debriefed 3.

If you believe the award broke the rules, the clock is short. GAO's rules require most protests to be filed not later than 10 days after the basis of protest is known or should have been known 4.

Check 2
How soon after notice of award must a written debriefing request be received under FAR 15.506?
