Evaluators are not reading for style. Proposal evaluation is an assessment of the proposal and the offeror's ability to perform the prospective contract successfully, and the relative strengths, deficiencies, significant weaknesses and risks supporting the evaluation are documented in the contract file 1.
Quality is addressed in every source selection through one or more non-cost factors, such as past performance, compliance with solicitation requirements, technical excellence, management capability, personnel qualifications and prior experience 2. Your sentences are the evidence for those factors.
Two of those words have FAR definitions. A weakness is a flaw in the proposal that increases the risk of unsuccessful contract performance 3. A deficiency is a material failure of a proposal to meet a Government requirement 4.
Feature, benefit, proof
Worked example. Weak: "Contractor G is committed to excellent customer service." Stronger: "Contractor G staffs the help desk from 7 a.m. to 7 p.m. Eastern, covering both time zones named in Section C; on a similar contract last year it answered 94% of calls within two minutes, as its attached monthly reports show." The second version gives an evaluator a feature, a benefit tied to a requirement and a piece of proof.
Bids2Bank's reviews record findings of four kinds: strength, weakness, deficiency and format 5. The Red review is told to use the terms as FAR 15.001 defines them 6, and it describes a strength as an aspect that exceeds a requirement in a way that benefits the Government 7.
Write it right the first time
Do not save your best material for a later round. FAR 52.215-1, Instructions to Offerors, says the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications), and therefore the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint 8.
