Bids2Bank looks in the RFQ document for a table headed "PROCUREMENT HISTORY FOR NSN/FSC" 1 and reads each row as a CAGE, contract number, quantity, unit cost and award date 2. When the document has no such table, Bids2Bank says so 3.
The row total Bids2Bank shows is quantity times unit cost: arithmetic on the row, not a published figure 4.
Check 1
Other price evidence, and its limits
Bids2Bank's award history for a supply class warns that USAspending does not record NSNs, so the awards it lists cover the whole supply class, not this item 5. It also says USAspending does not report the quantity awarded, so quantity and unit price are unavailable there 6.
Its quantity history shows what DLA asked for on other stored RFQs: requested quantities, not awarded quantities 7.
Quantity can move price: FAR 52.207-4 defines an economic purchase quantity as the quantity at which a significant price break occurs 8.
Compare like with like. A unit cost paid for 5 pieces says little about 500, and a price from years ago may not reflect today's cost. Keep the quantity and date beside every past price you use.
Check 2
From supplier price to your quote
Under FAR 15.402, contracting officers shall purchase supplies and services from responsible sources at fair and reasonable prices 9.
With a supplier quote saved, Bids2Bank's live score compares your best supplier quote with the item's past unit costs from the RFQ document 10. A quote at or below 85% of the median past unit price scores 90, up to 100% scores 70, up to 115% scores 45, and anything higher 20 11. The total it shows is before your markup 12.
Worked example. Past buys show unit costs of $48, $52 and $55 for quantities close to this RFQ's 40 units, so the median is $52. Supplier B quotes $40 a unit. Adding $1.50 a unit for freight and a 15% margin on that cost gives about $47.73 a unit, still below the median.
A margin you can defend covers what the quote really costs you: freight, packaging and marking, inspection, waiting to be paid, and the risk that the supplier's price moves. Write each one down beside the number before you file.
After the award, Bids2Bank's quote history keeps your own quotes and the award details your team recorded from DIBBS 13.
