Spot packaging, marking and inspection requirements before you price.
Know origin versus destination inspection and FOB.
Under the commercial clause FAR 52.212-4, unless the contract specifically provides otherwise, risk of loss passes to the Government on delivery to a carrier when transportation is f.o.b. origin, and on delivery at the destination when it is f.o.b. destination 1.
The same clause says the contractor shall only tender for acceptance items that conform to the contract, and the Government reserves the right to inspect or test them 2.

What Bids2Bank checks in your batch quote
If you quote a different FOB point than the RFQ asks for, Bids2Bank's check says it needs bid type BW or AB 3. An FOB origin quote needs its origin location from your quote profile 4. Inspection at origin also needs details from your quote profile 5.
Bids2Bank's quote profile explains the bid types as BI bid without exception, BW bid with exception, AB alternate bid and DQ no bid 6.
Packaging has its own column, "Meets packaging requirements", answered Y or N; N requires bid type BW or AB 7.

Finding the requirements before you price
Requirement tags in Bids2Bank are recorded by hand from the RFQ document 8. They include special military packaging 9 and special labeling or markings 10, and each tag lowers the requirements factor in the should-we-bid score 11.
Bids2Bank suggests tags only from what DLA pre-fills in its batch-quote file 12: an inspection point of O suggests inspection at origin 13, and D suggests inspection at destination 14. A person checks the RFQ before accepting, because it is DLA's pre-filled value, not a quote answer 15.
Read the packaging, marking and inspection paragraphs of the RFQ document before you ask suppliers for prices, and send those paragraphs with your request. A supplier that prices its usual commercial packaging has not priced what the RFQ asks for.
Worked example. Contractor C sees inspection point O on a line and accepts the suggested inspection-at-origin tag after reading the RFQ. Its supplier's price assumed ordinary cartons, so C asks for a revised price that includes the packaging the RFQ document describes before it quotes.
