Negotiated solicitations share a layout. Contracting officers prepare solicitations and the resulting contracts using the uniform contract format 1, which has four parts, Parts I to IV 2. On award, Part IV stays in the contract file rather than in the contract itself 2.
Start with what is being bought. Section B describes the supplies or services, such as item numbers, national stock or part numbers, nomenclature and quantities 3. Section C adds any description, specifications or statement of work needed beyond Section B 4. Section H holds special contract requirements not found in Section I or elsewhere in the format 5.
Section I carries the contract clauses required by law or by Part 15, plus any others expected in the resulting contract 6. Section J lists every attachment with its title, date and number of pages 7, so check that list against what you actually downloaded.
The final sections are about you as an offeror. Section K collects the representations and certifications you must make 8. Section L gives the instructions for preparing your proposal 9. Section M names the significant evaluation factors and subfactors and their relative importance 10.
