Kickoff, the COR and the first 30 days

Foundation15 min

By the end you can

  • Run a kickoff that confirms scope and reporting.
  • Know what the COR can and cannot direct.

Start with a shared reading of the contract. The FAR's postaward orientation exists to achieve a clear and mutual understanding of all contract requirements 1.

Leave the kickoff with a written list: every deliverable and its due date, the reporting format, who your COR is and what the designation letter lets them do, and how a change request reaches the contracting officer.
Check 1
What is a postaward orientation meant to achieve?

What the COR can and cannot direct

A contracting officer's representative (COR) has no authority to make any commitments or changes that affect price, quality, quantity, delivery, or other terms and conditions of the contract 2. Only contracting officers acting within the scope of their authority are empowered to execute contract modifications on behalf of the Government 3.

Check 2
Your COR tells you to add a deliverable that is not in the contract. What is true?

If you think the work has changed anyway, say so in writing. When a contractor considers that the Government has effected or may effect a change in the contract that has not been identified as such in writing and signed by the contracting officer, it is necessary that the contractor notify the Government in writing as soon as possible 4.

Worked example. In week two, the COR asks Contractor G to turn a monthly report into a weekly one. Contractor G's program manager logs the request, notes that it changes a deliverable, and writes to the contracting officer the same day asking whether it is a change, rather than quietly absorbing the extra work.

Check 3
You believe the government has changed the work without a signed change from the contracting officer. When should you notify the government in writing?
